       I think you'd have to have the whole course enclosed in tunnels of some sort, otherwise how do you know what the boundrys are? The tunnels could narrow and widen to restrict/allow passing. Though tunnels to present a problem if someone needs immediate help...

       This is a great idea, and overtaking can happen by either the traditional left-right shimmy, or the up-over-and-down trick. Much more interesting than that F1 bollocks.

       Great, but why do it underwater? If you're gonna be using tunnels (which is a cool idea, like 3D roads!) then just have the tunnels on the surface and fill them with water. Would look super cool at night, with only the tunnels lit up.

       Really neat idea.   

       I would imagine that the subs would use the same cushion of air bubbles that high speed torpedoes use, making advertising invisible.
