When I read the "Public Service Lottery" title I got all excited because I thought it meant this:

Everybody (above age 18 and able) has to enter a lottery once a year. Loosers have to provide public services for the following year, such as cleaning the streets or distributing meals on wheels. No way to appeal because its just luck, no rational decision. To prevent hardship materials are supplied by the public. Time has to be supplied by the loosers.
