Terrestrial Space Colony for Practice

Below enough water to obscure the sun enough to simulate the appropriate light corresponding to certain celestial locations such as Mars or the Moon, build a "space colony". Everything except the physiological and mental effect of differing gravity could be observered.
Can you ship enough hardware to support x number of people for 3 years?, will they all get along?
I suppose a brig would be in order to avoid the rumors of the Biosphere II. Also Tourist and adventurers could book passage should the trial be successful (in essence funding the project possibly due to certain activities not legal within nearby countries national boundaries).

       Underwater, lighting is lost in the order of the spectrum by depth. Lighting simulation (in this solar system) is not possible using this method.
