A small ferris wheel-like object with a slot in the top to place index cards and a slot in the bottom that dispenses index cards.

The wheel has 365 slots and rotates .986301... degrees once a day leaving only the top and bottom slots open (the other slots being hidden behind a cover). Idea goes in the top, six months later, idea comes back out the bottom. Cheney could have used one circa 2003.

Annotation:

Let the idea that comes out the bottom affect the ideas you put in the top of another wheel and repeat this with a few hundred wheels until it comes back to the first one to get emergent subconsciousness (once you've let it run long enough, of course) and you get a prize it's a bun oh what the hell here you go +

I'm guessing you thought of this last July. What's it for?

I think they use these in some government departments, except that everyone has to lick the hallucinogen of the day off the card every morning.

I thought most politicians just kept recycling tired old ideas anyway?
