Instead of just taking down the illegal guy's details take the
neighboring two legal cars, and leave them a "ticket" with
half the fee paid to them for keeping the law.
NOT for parking meters.

So if the car next to mine gets a ticket and it's owner returns to see that half the fee is to be paid to me (presumably funded by their fine), they're not likely to vandalise my car.... |
