A bong with one of those little breath-run motor whistles, so when you take a hit, it goes "FFFWWWWEEEEEEEEEEEEEEEE"!

Also, it would be cool to have one of those bird warbler whistles on a bong. The ones where the whistle part draws the air through the water, so that it sounds kind of like a bird singing.

       I believe you're referring to a "siren whistle." Also, if you toked slowly enough, you could make it sound like the cops were coming---a perfect prank to play on a paranoid friend.
