As not seen in Blade Runner: an umbrella with an aluminized Mylar inner surface and 8 flashlight bulbs with wide-focus reflectors attached to the braces (pointing upwards). Light from the flashlights reflects from the umbrella's innards, illuminating a wide circle around the walker's feet. The batteries
in the umbrella's handle power the lights and also help balance the device for comfortable carrying. Optional blinking red LEDs around the rim of the umbrella can be used to make the walker more visible to motorists, assuming the local motorists are inclined to avoid committing vehicular homicide rather than seek out opportunites for it. Electric alarm siren (150 dB) is also available.
deacon, this is your idea. Presentation is half the game. IMHO, a movie or book concept can be made to work if you use it as a starting point and turn it into something specific and more or less original.

The 'umbrella with light in handle' is baked... not being able to find somewhere with a picture, though...I did find one that has the acrylic shaft and tip of the umbrella light up, too. No pic, again...Aha! Got the flashlight one, anyway... |

I do like the catchy title. And the blinking LEDs, to make the user more visible, really make the idea for me. Damn, I wish I'd thought of it, instead of just proposing it as a sarcastic abject lesson for StarChaser. |
