A reciprocating motor - say 500W - with an attached reverse-spade blade, on the end of a stick.
Push it into the ice and chisel down to the driveway surface ; then, turn it flat and go to town.
Safety goggles highly suggested ; may cause minor damage to uneven asphalt surfaces. Not recommended
for vehicle windshields.
Can be used as a garden edger during the summer.

||//Kango// Well, say 1/5 the price and 1/3 the power of the very lightest/cheapest of those, with a flat-shovel blade rather than a breaking-bit, mounted on the end of a stick, for separating ice plates from asphalt at say 10cps, rather than boring holes in concrete. But hey, other than that...
||They make many attachments for a Kango. One of them is a wide flat steel blade for removing tile and mortar from concrete.
If you don't hold it at just the right angle it digs into the concrete itself.
||They also make wide blade attachments for a Sawzall tool. This might be about the size you want and the speed is then variable rather than shoulder dislocating.
