Why not fit several of those Peltier units they fit on overclocked CPU's? You could stick a hundred of them on your car exterior and viola, the thing cools down. Plus they are stackable, so if you stick them to each other the effect increases. Trouble is you probably have to up your battery.

these could work but they require a lot of power and if you dont heatsink the hot side they overheat. a few of these will work but don't stack them, 1 will have ice forming on the cold side in no time and stacking hurts efficiency (60% x 60% = 36%) |
