Young children have many problems when related to glue, But two may be solvable by combination.

Incorporate into the glue
formula flavourings, Mint esters, preservatives, and the basics of toothpase. Make sure the toothpaste ingredents break down in gastric juices (And are non-toxic). Then, when little tommy forgets to brush his teeth, his glue will do it for him, whilst the little feral is busy chewing on the application brush.
