A simple idea, just deploy (can I just say paper-boys? It cuts down on the typing) a large number of paperboys are issued with reversible black t-shirts, with 1' s all over on the outside and 0's all over the inside. They then ride in sequence around the neighbourhood with the appropriate number displayed.

The cunning bit is this, the recipients have no need to write down all the zeroes and ones themselves, by placing a smartphone in the window overlooking the road, with a simple app it turns all of the aforementioned numbers lower than 2 into the headlines.

Rigorous CRC checking is part of the app, to screen-out people wearing football shirts, cats deliberately moving in formation to annoy the human race further, or several of the paperboys being eaten by bears/lions/struck by lightning/tyre punctures etc..

For more remote areas, or for people who prefer a low-bandwidth version, just the one paper boy cycling around the area, reversing t-shirt (as appropriate) after each pass. This might suit the the more patient reader, former cryptographers or just very bored people.
