You're not in the water, your legs extend through tubes in this pants shaped water bag. Suspenders hold them up imparting the weight to your whole body during your walking workout.
The sloshing motion adds an exercise element beyond the weight of the water.

So yeah - extending that to full leggings or body suit might work. Still have to leave gaps between segments for sweat to escape. And you might not be able to get 100# even over the whole body - too bulky. But even a smaller weight/volume could be a good exercise aid. |

There'll be other trade-offs though. While I focused on easy fill/adjustment, and draining for storage, [doc] also mentioned the wave like motion/sloshing for a different quality in your workouts. Denser liquids won't flow the same way. If you don't need sloshy weights, you may as well fill the bags with sand. Or bismuth shot. |
