This procedure would place an artificial one way pressure valve inline with the vasa deferentia. Connected to the testicles and also the input to the valve is an artificial duct that connects to a meatus constructed in the small of the back. To ejaculate normally (with sperm) simply place your finger over the hole on your back force the sperm past the valve and down the rest of the plumbing.

       Bone.(pardon the pun) Guys have a hard enough time with successfully using the "pull out" method. Now you want them to pull out AND put their finger over the urethra? By that time they would have already pulled out anyhow.

       The long channel that carries the sperm is kept open and free of infections by periodically flushing it with a sterile secreted fluid.   

       You will have to arrange to do some of that with your blowhole, too.

       There was an aboriginal practice in Australia, and in some parts of Africa, of flaying open part of the urethra to prevent certain male members of the tribe from impregnating females. Google the term "whistlecock" or "whistle-cock" and you'll find a couple of returns for it. It made it into Australian slang as a term describing aborigines, in the 1800s.   

       It's a crude but effective form of birth control. I suspect that's what you're trying to explain here?

       My grandfather told me about it when I was about 11 or 12. He worked as a cattle drover in the far north of Australia from age 13 until he was about 30 and said he saw aboriginal stockmen with the genital mutilation when he was a young man. He used the term whistlecock to describe it.   

       I've heard it from other sources too, but not in anything like the detail he relayed.

       I just read the Wiki article. It tallies with how the old bloke described it. He said the cases he saw were up on the Western side of the Gulf of Carpentaria, which is near where Mornington Island is located.
