Also, I think Cellphone basestation on a blimp would be a great idea. Would hugely improve coverage. With directional antenna could still be area specific.

       What you really need is a blimp-like object with a lot of electrical power for re-broadcasting.   

       As defacto sales manager of Silent Vulcan (TM) Enterprises, easy payment terms. In theory you could have your own personal base station for about £50k..   

       or why not just go the whole ionocraft bit?
