To the standard vehicle A/C installation, add a mains powered motor capable of driving the compressor, and a clutch arrangement.

Control the motor through an inverter drive to allow it to run on anything between 90 and 250V RMS.

Tap off a feed to the fan, to avoid depleting the battery.

Now, you can cool your vehicle before your journey by turning on the supply from inside your home or office. While parked, if you can connect to a mains outlet, you can keep the car cool until you return - much safer for dogs.

       Not convinced. A decent aircon will get the interior cool within 1-2min: probably less time than you'd spend plugging and unplugging the cable.

       That of course depends on how hot the interior of the car is, how hot the ambient temperature is and how long since the aircon has run - call it more like 10 min in the worst case.   

       ...Of course you could use the pushbutton solution <link>.

       Well, today was 29°C and cloudless. My car was parked in full sun for 9 hours, with the windows closed. It has a black soft-top. By the time I was out of the carpark, it was comfortably cool.

       <adds boring green idea), one big canvas tarp, a watertank in the boot of the car, place one edge of the tarp into the watertank, water wicks its way up the canvas, evaporates...if you add some dyes, you could do interesting tie-dye at the same time
