It should be possible to pave or cover walkways with a slightly springy or spongy material (maybe similar to high-tech running track material) that flexes just enough when walked on so that ice cracks and can be easily shoveled away.

...Now if you can just find an inexpensive, long lasting, spongy material with a tough surface that doesn't lose any of those properties when exposed to trampling, sunlight, rain, and freezing... and runners would love it too!
