Whenever I played with toys as a child, I always had unwitting nomal people caught up in G.I. Joe battles or being saved by Luke Skywalker or Batman. But these normal folk were invariably other action figures who just didn't have their guns or accessories attached. A package of twenty four 3 and 3/4 inch civilians, dressed in casual clothes, possibly with little plastic cell phones and magazines, would solve this dilema.

       Church Pack C (Evangelical): Twelve adults, twelve children, prejoined into groups of One Man, One Woman, One Boy, and One girl.   

       Protester Pack A: Twenty-three aging hippies and one reporter.   

       Protester Pack B: Teenagers with Bongs.   

       Counter Protester Pack: Three protesters, twenty-one reporters.   

       Soccer Holigans: In uniforms, with beer cans.   

       Nascar Holigans: In lawn chairs, with beer cans.

       When I was a kid, GI Joe (Action Man where I grew up) was big enough to play with Barbie, so we just hoiked the girls' dolls when we needed civilian casualties, nurses, etc.

       Yeah, but the newer Joes are a lot smaller than today's Barbies. It'd be as if all the women in the world were twice their size.   

       Side note: If anyone uses that as inspiration for an erotic G.I. Joe/ Barbie fanfic, I will spend the rest of my days hunting you down.

       A couple of christmasses ago my son was given a model kit for a volcano, complete with chemicals to make it 'erupt' and little cardboard figures of terrified fleeing civilians. I thought the running people were the coolest bit of it.

       This isn't *quite* baked. They do have civilian figures, but they aren't civilian action figures, what with full joints and the ability to hold props. What if I want one of the civvies to pick up a fallen rifle and join the fight?
