A tax for coughing in public

In the case you may be in a confined space with people who may or may not be sick where communicable diseases have a higher chance of spreading, upon someone coughing in a place like this, without covering up using a hankerchief or something else, they may be liable for a fine - a sneeze tax or a coughfee surcharge.

I would think a complaint could be lodged and others in the confined vicinity could be witnesses.

One must note that this cannot apply to places like hospitals and clinics. Also I am not against these bodily functions, but the for the prevention of spread of communicable diseases.

       Don't agree as it would involve penalising people with lung cancer or nervous coughs. Like the title though. Why not just have people wear masks? [Eleventeenthly] reckons they should do that.
