I have to protest that "baked" vote phoenix, at least on those terms! Of course monuments and fountains exist. I totally love the idea of a large red canister, blissmiss, standing nobly in a public square. |

How do you plan to illuminate a fountain of colorless CO2 gas amidst colorless air? |

If you've ever used a CO2 fire extinguisher, you'll know that it appears as a mist or cloud. |

You might even project a laser show on it. |

On second thoughts, it's noisy and after a while you find it hard to breath. I'm sure the last thing you want is people watching the monument and then flaking out due to oxygen depravation. |

Not sure CO2 is appropriate in these Kyoto-conscious times (would send the wrong message), and water is baked. What else can you use to extinguish fires? Foam... |

Halon is frowned on post-Kyoto. CO2 is not in fact too bad ... but bulk releases aren't helpful. It's certainly not banned. |

That leaves foam (intersting concept) and dry powder (spectacular but VERY messy). DP is usualy microcrystalline sodium bicarbonate so environmentally it's pretty benign, and cheap. AFFF is fairly expensive. |

Aerated cement would be a nice material to have frozen in a heap, apparently leaping from the Oldenberg-style giant extinguisher. Plus it would symbolise the triumphs of diplomacy or peace studies, rather than war. |

Maybe you should suround the flame with firemen ready do be deployed in an instant as they put out fires. Pack tightly to depleat the flame of oxygen. |

While water fountains do exist, I haven't seen any in the shape of fire extiguishers. If you really want a fire extinguisher monument, just have a hydrant installed as your headstone. |
