Farms outside big cities could be divided into garden plots for subsistence gardening by city people. A bus could be used to pick up and drop off these gardeners at meeting points. This idea would be particularly useful to poor urban people like many Moscovites.
A brief history of bakedness
Like many other European countries the UK has a long heritage of allotment holding.
