I agree with [Skewed]; this is basically how "expert systems" are developed. But a true AI needs more capabilities than that, such as Free Will and opinions and various (not necessarily all) social skills. |

I'm still guessing it would just be quicker to wait for intelligent alien robots to turn and just sneak a few x-rays of their pathways....AI is always just around the corner. |

If you take away the aspiration to completeness, though, it's quite similar to the way some large organisations actually work. Think of a distributed cybernetic organism with consultants as gut fauna. |
