Using off the shelf parts, create a UAV controlled by HAM radio to patrol suspected areas via GPS, and send regular images via HAM radio.
Later on, if money is not as tight, use satellite radio for live feeds.
Next step could be unmanned drones deployed by air.
Most important principle is the
ability to have an eye in the sky for non governmental organizations.

It'll happen. Time was, images like these <link> were
available only to governments. In time, UAVs'll, become
cheap enough for hoi polloi. The invisible UAV spying on
[MaxwellBuchannan] will be piloted not by Amnesty
International, but by some random guy on Youtube. |

With the right compression, 28kBaud. Enough for a Webcam-
grade video at 30fps, or decent stills every few seconds. If you
don't have live video feed, the drone's going to need pretty good
autonomy, although that's not rocket science. |

Best to have it store hi-res video offline and dump it when it
comes in for refuelling, keep the low-res vid channel for
targeting and nav. |

Presumably that's to make sure human rights are being infringed sufficiently? |

Everyone will have their own UAVs to patrol, drop messages / poop, fight other UAVs, etc. Regimes will collect these UAVs from the sky and hold them captive, showing their frantically wiggling cameras nothing but glowing propaganda and smiling children with photos of the Leader. |

Ultimately because of the ability to build them with off-the shelf parts from nearly any shelf, UAVs will replace envoys and all other methods of communicating with foreigners. UAVs will then be used domestically to augment telecommuting, help with law enforcement, child care and so on. |
