See link for demonstration of steering mechanism on wheeled vehicle.

Dog leans back, zeppelin goes up, forward goes down, right turns right etc.

Propellers and rudders/elevators on either side of a balloon big enough to get the dog and vehicle airborne, battery powered obviously.

Be easy to add any of a number of safety mechanisms to keep them from going too high.

They'd steer it same as this but with the up down control added. https://www.youtube...watch?v=B2fzvHlopEo
And how come there's no motorozed dog skateboards using the leaning forward and tilting back to activate the motor? [doctorremulac3, Feb 07 2023]

Alternative, just have regular flight controls. https://www.youtube...watch?v=BWAK0J8Uhzk

       "Fire rescue... what's your emergency?"

"Hi, my dog is stuck in a tree."

       "You mean your cat?"

"No, my dog. He got his dirigible stuck in a branch while chasing a bird..."

       I think you'd make that operator's day.

Il faut mieux diriger le dirigible.

"No, a tree. How could my dog get stuck in my cat? You're meant to be helping not asking stupid questions"

Now of course there's the other alternative, just have simplified flight controls like a regular airplane. (link)
