Shared suitcase lock for use by Airport Security

Only owner and Transportation Security Agency can open suitcase

I hate having to send suitcases unlocked. So why not lock them like mailboxes where both USPS and you have access. A locking strap with user settable combination and Transportation Security Agency [TSA] override to unlock/lock it would be popular. If anything it seems more insecure to me that the luggage is unlocked and available for tampering after the inspection. The TSA lock function could timestamp the "INSPECTED" state and revoke it when unlocked.
