Basically, it's a lighter that is also a ring. You would wear the ring on your thumb, and it would be hollow or something so that it could store some kind of lighter fluid. Whenever you snapped your fingers, your middle finger would slide across the ring on your thumb, which would cause the fuel to light and produce a flame (just like how you turn the wheel on a Bic to make a spark). Then, all you would have to do is hold your thumb up hitchhiker-style, and it would have a flame coming out of it. Perfect for lighting a joint or cigarette, or just for pretending that you have superpowers.

I just don't know how much fluid the ring would hold, and how comfortable it would be to wear...

       Maybe a reloadable ring can be contrived into which a match can be inserted. Sure, it wouldn't be really useful, however it would be an increase in the usefulness of a ring.

       Ok, check this out.
If you remove the striker from a pack of matches and tear off any excess paper, you can rub it against somethig glass as it burns and the residue that is left behind will smoke when you smear a little on your thumb and middle finger and then rub or snap them together.
It is also possilble to make a tight enough seal with your fist to hold enough lighter fluid to light a cigarette with.
Borrow a lighter from someone to light your fist with and it makes for a pretty cool magic trick.
When they ask how you did it, say, "Just like that." while snapping your smoking fingers in front of them...and then walk away.
