Water wheel-powered trains

Waterfalls provide a lot of motive force, which can be harnessed through hydroelectricity. This is inefficient. Instead, i suggest water wheels are installed joined to gears and chains to pull monorail trains or cable cars. This mechanism could be applied to major cities through the strategic placement of water wheels, for instance under bridges in London, providing an ecologically sound mass transit system.
