Wind and building geometry can combine to make tones. Beetham Tower in Manchester, for instance, produces a middle C. So, the idea is to design buildings to make harmonious tones.

Reed-like geometry is one possibility. Like the Flat Iron building in NY (which is silent, as far as I know), but more extreme. Of course it doesn't have to be the entire building. In the case of the Beetham Tower, the tone is produced by a 14 meter glass and steel "blade" atop the building. Wind passing around it vibrates at 250 to 260 Hz, which is close to middle C. (Seems only fair that the architect, who bought the penthouse, is going to have to live with it.)
