A desktop widget similar to the “AutoShape rectangle” that would float on top of your browser and could be grabbed, moved and re-sized to cover annoying or distracting (blinking/flashing) web page elements. It would have the usual “minimize” “restore” and “close” boxes in the upper right hand corner.

       I wish I had it for my TV, too (use remote to position it). This would cover the animated "brands", spoiler headline crawls, ugly people's faces, etc. while I'm watching.

       Adblock Plus for Firefox does this, you can block or unblock any frame or image you want, although it doesn't use a rectangle select kind of interface.
