Ever since terrorists started leaving bombs in public bins they have started dissapearing off our streets. I've seen clear plastic bags used in places but these get ripped and then the rubbish ends up all over the place. Why not simply make a bin out of the stuff they make bomb disposal detonation chambers out of? Basicly you make a bin out of a single piece thick walled cast steel pipe. Capped with an armoured steel dome with small ports in it to accept garbage. If there is a bomb threat the ports can be sealed by remote control locking down the bin untill it can be checked out. If a bomb is detonated inside the bin, it will contain the shrapnel and vent the gas harmlessly through a tall chimney comming out of the top of the lid. This would be the ideal solution as any terrorist leaving a bomb in the bin in future would actually be doing the bomb squad's work for them by placing it an a secure disposal location! If a security camera was mounted on the bin then the culpret could be caught too.

       Terrorist-thwarting bins are deployed in many places. They are not bomb-proof so much as they direct the force of the explosion upwards to protect passersby. But bomb-proof bins exist too - see link.
