making 1 pct of the thin film battery array volume be peltier effect coating twarms or cools the battery to more rapidly refill it with electricity

If it refills 10 or 20 pct faster at the perfect temperature the plentiful grid electricity supplies that warming or cooling.

       That would tend to depend on where the battery is, climatically speaking.   

       Advice tends to be "for best results consider narrowing the temperature bandwidth to between 10°C and 30°C " and "Nickel-based batteries are most forgiving in accepting charge at low temperatures, however, when charging below 5°C , the ability to recombine oxygen and hydrogen diminishes."   

       That's what is says on the internet, so it must be true.

       Are we talking about layering "peltier coating" between layers of battery? Because that wouldn't work.
