Electromagnetic Vortex Cannon

While reading up on the regular old smoke ring cannons, I came across a brand new revolutionary scientific discovery in physics (see link below)

Scientists have now succeeded in creating Electromagnetic Vortex Rings --- so basically the electromagnetic version of a smoke ring, made of electromagnetic waves instead of gas molecules.

This could be revolutionary. I'm pretty sure we could make a Directed Energy Weapon out of this. Could knock down aircraft, satellites, etc -- might change the face of warfare.

One of the classic complaints about laser weapons against missiles or aircraft is the "time on target" required for the laser to maintain contact with the moving target while delivering its energy onto it. It takes some time for that laser to heat up its target.

But the Electromagnetic Vortex Ring could hold large amounts of energy and deliver it in one dose.

       @ 2 fries short of a happy meal:   

       I think you must be talking about plasma rings. That might have interesting applications too. But here we're talking about traveling electromagnetic waves in the shape of a traveling ring -- just like a smoke ring is a traveling ring, but electromagnetic waves travel at speed-of-light, which is much faster than a smoke ring travels.   

       Van de Graff generators are about electrostatics, and not electromagnetic waves.

       Okay, but what if charged particles are caught up in the vortex ring?

       That's an interesting idea. What if you aimed this Electromagnetic Vortex Ring at a plasma which is entirely composed of charged particles? What if that plasma was already inside of a toroidal tokamak? Instead of using regular RF heating to heat up the plasma in the tokamak fusion reactor, use this Electromagnetic Vortex Ring to do it instead.

       Well, if the charged particles are not grounded my thought was that they may continue to pull charge from the atmosphere since the spinning toroid should still act as a Van de Graff generator until it discharges.
It may very well become plasma if enough voltage is reached.
  

       My theory is that the rapid collapse of air around lightning strikes occasionally whips iron rich soil into a vortex ring and accounts for ball lightning.   

       Got to love Sabine, she's properly good. I don't pretend to understand this properly, but wish it were possible for them to make it work in the physical light spectrum, if only so we can see what it looks like. 80% of their paper seems to be focused on setting up clever detecting equipment to identify the shape of the developing wave-front as it reaches the target, which might be easier to do by turning down the lights (though, let's be honest here, what do I know?)   

       How do they get the photons to twist around in circles? To put it another way, how do you make things that are known to travel in straight lines to make donuts? Is the donutry a secondary thing, conjured up out of clever phasing, or something else? I love the idea, if only because it's so freakishly mind-boggling.
