Towing a car away by another car creates unneccessary consumption on fossil fuel and effects traffic condition.
Just hang it. Multiple hanger can be designed to handle multiple parking violations. The parking space that is set free can be used by another car looking for space.

Some NY tow trucks actually work this way, lifting the car sideways onto the flat bed. (This, I guess, to deal with the tight parking conditions around here.) |

I think he/she means suspending a misparked car above the space in which it is illegally parked via some sort of cradle, thus rendering it immobile but freeing up the space for another user. |
