A barely un-buoyant, non-toxic, acid-etched plastic figure, say a crab, is loosely attached to a helical straw by a hinged sleeve.
When inserted into a carbonated drink, nucleated bubbles causes the crab to rapidly climb upwards around the straw. Reaching the surface the hinge is released which tips the crab, dislodges most of the bubbles and it decends until the hinge is re-engaged.

Seems most cereal box toys are crap, now. That and the cracker jack prizes.
