A separate lane on the highway, permitted only to those who have a special blaze orange license plate, obtained by having their consent to anatomical gifts upon death notarized.

The lane is behind a sturdy concrete wall. The speed limit is raised and lowered according to a formula based on the current need for transplants, but is always higher than the main road.

       I'd suggest a minor modification. Anyone should be permitted to have an orange license plate, but driving in a car that has one implies consent to harvest organs. That way you can still lend your car to people, and you won't have to worry about getting notarized documents from your passengers.
