a small box, in public rooms where people have arguments... whenever the noise is too loud, such as shouting, then it releases helium from compression chambers inside. the helium circulates in the room, making it difficult for everyone totalk, and raising the voices several octaves. It is not poisonous,
nor does it cause much breathing trouble. Forced politeness.
