Single transferable bun and proxy bunning

As the title suggests, single transferral bun allowing proxy voting, so if someone goes on their hols, or behind bars, or is just too busy, they can nominate another HB person to vote on their behalf.

Easy example would be the borg, his proxy can just automatically bun everything that contains ideas deleterious to cats...that kind of thing.

       Does this only apply to buns and bones? Some of us only bun or bone when we feel strongly about an idea, and restrict ourselves to annos otherwise.   

       Will I be able to delegate my anno option under this system? (Begins preparing guidelines regarding degree of snark, puns, etc.)
