Inexpensive if a bit slow transport. I suppose they wouldn't necessarily have to be underground, but it might be better if operated during windy days.

Essentially, several continuous, cable-pulley loops with slow-moving, attached cars.

The HVAC could be a challenge...

       This is so brilliant it's a wonder no-one has thought of it before! Have the chairs "detachable" to move to the stations for on- & off-ing (many ski-field chairlifts do this already).

       it's a funicular underground. How not? Oh you mean a detached chair lift? But not all chair lifts are detached, and otherwise, it's exactly like a chair lift.

       been skiing for about 40 years, I'm aware. But the pulley system and the gear system at top and bottom is same.   

       Note the idea says cars, not seats or chairs.

       //says cars// er, yes. But (to me, at least...) a "ski-lift" is the open chair version. Enclosed is generally a "cable-car".

       Cable-car is what I'm afraid it would have to evolve to, as the air underground would not be the most pleasant unless there were a monster ac system all throughout.
