 Bid yourself thru the tollbooth

Every tollbooth is computer-link to the other tollbooths. Whenever there is more than one tollbooth occupied, its occupants have to bid on the amount of the toll. Whoever wins the auction gets to go through the tollbooth. The losers have to re-bid with each other. And on and on... This may increase commute times, but would also increase civic revenue, money which could be pumped directly into public medicinal marijuana programs.
