When sliced, meat rings fit on bagel without peeking into the hole. Top also with a cored beefsteak tomato.

Annotation:

So, is the casing actually toroidal, or is it just two cylindrical casings, co-axially arranged?

Also, sliced anaconda might meet your requirements.

Möbius bagels are Known To Exist. Thus, a möbius sausage inevitably becomes a necessity...

Right, it's two co-axial casings, both tied off at the end, and with a stiff rod inserted down the central cavity so that the sausage can form around it.

Ah. In that case, sadly, I cannot bun. I was hoping you had an ingenious way to fill a fully toroidal casing.

Of course, it would probably easier to find a way to make a bagel without the hole in the middle.

Fill a toroidal casing vertically. Imagine the outside of a torus. Cut a slit all the way 'round on one side.Pull the edges up and fill with unspeakables. Pinch off the line and seal.

Is that's what's called "Fusion Cuisine", then ?
