A magnetic ring embedded in the pavement. Metal trashcan will stick to this, keeping said can still even in wind. Now if we can just get the trash collectors to put the can back upright...

       This would be really useful if, for instance, an LA bus was hurtling down a road, at a speed consistently over 50 - never less - and accidentally collided with a pedestrian's pram, which had previously been filled entirely with cans. Good thing it wasn't full of babies! Phewee! It was cans! It's just cans! Ease down, ease down.
