The layers would be about an inch apart and filled with
the
"snow globe" portion. As the car accelerated, braked or
turned, the decorative particles, I would suggest bright
sparkly stuff, would swirl and flow around the car's
curves
in
a never ending series of patterns.
To keep the particles
from settling, they'd be varied in
their
buoyancy to cover the car fairly evenly from top to
bottom.
For the lava lamp thing, you'd use heat from the exhaust
pipes running along the bottom of either side to heat the
wax so it would float up and do it's 60s acid trip thing.
Additionally, the soft skin idea from Xenzag could be
added to move stuff around in the wind.
(Lava lamp part is 8th's idea, floppy skin is Xenzag's
idea.)

A "lava lamp" look would be excellent. |

Put a lava lamp hood on the thing. Put the engine heat to
work. |
