Simple little ink bags which break when you throw them really hard at someone or their vehicle. The ink is permanent or very difficult to wash off, and exhibits vibrant colors. Could be used during robberies, muggings, terrorist shootings, etc. to make suspects more visible in manhunts. Perhaps the ink even reflects infrared so as to improve night vision visibility.

Could be a consumer item (at the grocery checkout) people carry in their purses, cars, apartments, offices, etc. Or maybe they are available in public places, on main street or in malls behind a special glass, kind've like a fire extinguisher.

And how will you keep it from the urban "artists"?

Embed the ink with particles that identify each bag individually. When purchased, your ID is registered with the serial number of the ink bag you bought.

Also, the ink should be formulated to break down after 24 or 48 hours of exposure to oxygen. Otherwise cleanup of collateral painting will be very difficult. Actually that might fix the urban artist problem as well without the need for serialization.

Just because Person A threw such a thing at Person B, that doesn't mean Person B was a criminal. Person A might do it to tag a bunch of people (create a bunch of suspects) while making a getaway.

I just feel like slamming these at someone, for no reason whatsoever. (Weird week going on, and I feel the need to ink someone.)

I think this idea addresses an unneeded met.

//the need to ink someone// ah, what you need is a fashionable squid pack which goes off when your anxiety level passes a certain point.

Maybe the ink bags should be issued free of charge by the Commission to Issue Ink Bags, and be color coded according to the integrity of the accuser. For example blissmiss with her need to ink would get lime green, and Vernon a throbbing red. Napoleoninkbag for you I envision a mauve verging on puce, with glitter. The glittering glitter of guilt.
