This program would use input from a camera, a GPS and an interface with your all-wheel-drive traction controlled vehicle to halt one wheel at a very precisely chosen place on the road for a very short time creating a skid mark.

Combined output from many cars would, in time, create patterns the drivers agreed upon and downloaded ahead of time.

No single driver can be proven to have committed this vandalism making it ideal for political protest in areas of tightly controlled political speech.

Brilliant in theory, but I'm not sure the accuracy of civilian GPS is quite there.

Cameras viewing the buildings and street furniture could be used to more accurately triangulate the vehicle's position.
