Call for referendums in strategically important Russian cities amongst all English speakers to see if they want to become fully independent, join the EU, become American colonies, or become British colonies. The option to simply remain Russian will conveniently be left off the ballot. Ya know, for the purpose of safeguarding their human rights and all.
