Build a web site where the general public can post ideas and inventions. Establish loose rules to weed out the dumb, oafish and unimaginitive. Let simmer, stirring occasionally.

Gather statistical information on how different people vote on different ideas. If there's a hole in your perception of a person or persons, post an idea related to that perception and see how they vote. People who spark no interest can be ignored. When (someone who seems to be) the right person comes along, strike up an 'offline' conversation and see what happens.

(Note: The site in the idea needn't be based around ideas/inventions. If fashion is your thing, maybe you run a designer clothing chat room. Yadda, yadda, yadda.)
