A juvenile delinquent speeds away from police in a stolen car. If you could get in front of him, you might deploy one of those tire-shreddy things, but let's suppose you can't get in front of him.

Instead, you call in a truck-mounted launcher, which engulfs the speeding vehicle in an adhesive, elastic, transparent gel. This both slows it down and reduces the damage resulting from any collisions. The driver is grossed out, and more likely to abandon the vehicle.
