Bar/Restaurant Employee Draft Picks

Area bars, restaurants and employees are rated by their customers. Every year participating businesses/employees have draft picks similar to pro sports where the business with the suckiest customer service/longest bar wait times can pick the best-rated employees whose contracts are up. New employees would get a signing bonus and would be eligible for a second bonus after completing an agreed-upon duration of satisfactory service. Area businesses would benefit overall where the best employees would teach the poor ones how to do better. Fewer closures, steadier employment, win/win.

       What's the win for the restaurants losing their best people? Whats preventing poorly performing restaurants from poaching employees now? Where would the poorly performing restaurants get the money to offer these bonuses?
