A "way station" between freedom and imprisonment, from which former convicts can work, get new job skills, line up jobs, get a place to stay, whatever.

Limited security, but prisoners must check in, get written permission(easily granted) to go off-site, etc.

       Sort of like halfway out of prison or something... It could be called a Halfway House! Oh wait, those already widely exist.

       I always thought prison should be more like a little model of real community. A high security wall around the outside, and monitored behavior on the inside where the inmates have to participate in everyday activities like running businesses and interacting with one another, but where good behavior is rewarded, and bad behavior is somehow punished (maybe with shock collars or something). Instead of warehousing inmates, the way we do in America, we should be teaching them how we'd like them to act when they are in the general public, from the time they get there.   

       This wouldn't do for hard-cases, who would end up having to be warehoused, or put to death, depending on the severity of the crimes involved, and whether or not there was a death-penalty, but I think such a program might benefit a large percentage of the current population.   

       Just kidding about shock collars, but there should be some immediate, clear indicator that beating up the librarian or stealing from the poor-box is Not Acceptable.

       Halfway houses are not used like finishing prisons would be. Some people in halfway houses never even went to actual prison.

       I'm with [UnaBubba] on this one, imagine my disappointment when I found out it was something else.   

       But if you consider that most prisoners don't have a decent level of education, some kind of finishing could be good, no walking round with books on your head, but some deportment though (no, that doesn't mean sending them to a different country).   

       Also, I like the idea of a 'Truman Show' kinda prison. Not where there's only 1 prisoner obviously that would be silly, but where 90% of people are prisoners and 10% are guards/educators helping them become a nice member of society. Beyond this you have the normal type of prison which people get sent to for a few days for breaking the rules.
