How about taxing the health affecting products enough to cover the additional burden on the healthcare system, making sure there’s a separate designated fund. If it goes into the general fund there’s no accounting and the government branch receiving that money will want to make sure the cash flow doesn’t get cut off, for instance by less people smoking. |

I don't remember the primary source, but I think someone calculated that it's actually cheaper for the tax-payer to treat someone for smoking- cancer while they die in their sixties than to treat them for Alzheimers while they die, much more slowly, in their eighties. |
