       Didn’t describe it right I guess. This is just a ladder with a version of the linked hoverboard as the moving rung.

       It would work, you'd need to start almost horizontally to reach any height, the feet had better be secure and hinged, and any obstructive overhangs make this useless...   

       ...but other than that (+)   

       This would have to have wheels at the top to roll up the side of the building because at some point it's too top heavy to control.   

       Wonder how high this could get?   

       Hey! If you had this truck mounted you could probably have a version that went up 20 stories or more and have a moving step that had enough power to hold two people for doing the rescue thing. Have a basket they step into or something.   

       Hmm. I kind of like this even more with that addition.

       Hmm, wouldn't need compressed air but you'd be adding weight to the thing.   

       Or are you saying railgun for the moving step? I was going to have electrical rails on either side that would power the thing. Plus I'd have an extension you could put people you're saving in, like a fold out basket. That would definitely need that power source from below.   

       Has anybody ever thought of this? a1, you're good at searching for these things. This been proposed? I haven't found anything, but it kind of seems like somebody should have thought of this.
